Scott Plous was born in Milwaukee, Wisconsin. He attended the University of Minnesota in Minneapolis and earned his doctorate in social psychology at Stanford University, where he also completed a MacArthur Foundation Postdoctoral Fellowship in International Peace and Cooperation. His doctoral advisor at Stanford was Philip Zimbardo.
After his postdoctoral fellowship, Plous spent two years as a visiting professor in psychology and gun control at the University of Illinois at Urbana-Champaign. He joined the psychology faculty at Wesleyan University, where he has been a professor since 1990.
During much of his career, he has focused on the internationalization of psychology education, cross-cultural exchange, and teaching outside the United States. He served as a visiting faculty member on two semester-at-sea world trips, co-taught in the Harvard University Summer School Program in Trto, Italy, and taught social psychology at Beijing Normal University in China.

In 2001, Plous co-authored a study that evaluated the reliability of 50 randomly selected Institutional Animal Care and Use Committees (IACUCs). The study, funded by the National Science Foundation and published in the journal Scice, found that the level of agreement between these committees when it came to deciding whether to approve animal research proposals was not significantly different from a coin toss.
